State law identifies local governments and entities considered governmental subdivisions required to provide PERA membership to their eligible employees. Most PERA employers are cities, counties, school districts, townships, and other departments, units or instrumentalities of state or local government.
Other Governmental Entities may Join PERA
A public body created by a state or local authority may request membership on behalf of its employees by providing sufficient evidence that it meets the following requirements:
established under state or local authority,
has a governmental purpose,
under public control, which includes control through the governing board as well as control and supervision of the organization’s everyday operations,
responsible for the employment and payment of the salaries of employees of the entity, and
receives a major portion of its revenues from taxation, fees, and assessments or from other public sources.
To request PERA membership, complete and send a Prospective Employer Questionnaire and a copy of documents that established the entity and define its statutory authority.
PERA will review this information and determine whether the entity qualifies as an eligible governmental subdivision.
